The Iowa City VA Health Care System is recruiting for one (1) part-time Medical Technician for the Ambulatory Care Service Line. This position is located at the Cedar Rapids VA Clinic. Incumbent serves as a medical laboratory technician in the Community Based Outpatient Clinic (CBOC) with the responsibility for leading and overseeing laboratory operations and performing a variety of general procedures including phlebotomy, accessioning, processing, point of care testing, and general clerical and administrative support for the CBOC. Duties include, but are not limited to: Maintains Equipment/Supplies/Facilities Maintains the laboratory facilities and equipment and controls supplies. Determines compliance with safety requirements, establishes inventory and equipment maintenance requirements, and maintains appropriate inventories and maintenance schedules. Maintains laboratory stock and orders materials, as needed. Maintains laboratory in a clean and safe condition according to agency or accreditation requirements. Calibrates and maintains laboratory instrumentation on timely intervals so as to minimize breakdown and delay of procedures. Conducts work according to Laboratory Safety Regulations and instructs coworkers on safety policies and procedures. Functions as primary point of contact for implementation of safety regulations and safe working conditions and is accountable to supervisor to report conditions and progress on eliminating discrepancies. Maintains Laboratory Records Maintains and controls laboratory records. Performs proficiency survey testing to insure accuracy of laboratory results. Incumbent is responsible for presenting the data to the supervisor in a logical and systematic fashion. As such, the technician is responsible for working with the ancillary testing coordinator to perform method validations and correlations, including running samples and tabulating data. Data are often graphed or displayed in tables to highlight results. Records information pertaining to the storage of specimens or reagents and completes appropriate tracking/inventory system information. Prepares/Examines Specimens Receives requests for testing into the laboratory. Verifies the accuracy and completeness of the request. Interacts with clinic personnel to correct discrepancies. Recognizes emergency situations and takes necessary action. Establishes priorities for emergency orders. Verifies proper patient preparation, patient identification, sample collection, and sample transport requirements for all laboratory tests. Identifies unusual conditions and discrepancies which may cause erroneous test results. Makes sound decisions independently, and takes appropriate action to correct and solve problems. Processes all specimens according to strict guidelines to assure specimen integrity. Obtains samples of blood or other bodily fluids or substances. Ensures safe and non-traumatic processes are used with critical concern for the patient and for the quality of the specimen. Uses standard aseptic procedures and safeguards. Phlebotomist Duties Draws blood from patients for requested laboratory tests. This includes using special drawing techniques and assuring that proper tubes are used and the correct amount of blood is drawn. Verifies the patient as the individual denoted on the request and labels all tubes with the patient's name, social security number, date, and time to insure proper identification. Performs blood drawing duties in a courteous manner. Makes the patient feel as comfortable as possible. Adheres to safety, infection control, and universal precautions at all times while drawing blood. This includes such things as removing tourniquets and wearing gloves. Must be proficient in the area of phlebotomy, being able to draw all but the most difficult patients and follows proper procedures for redrawing blood. In addition, must develop the essential speed required to complete the blood drawing duties. Administrative Duties Provides general clerical and administrative support for clinic. Schedules appointments and tests, and coordinates activities and appointments for the clinical area, avoiding conflicts in patient treatment plans. Orders are verified and completed properly. Answers telephone inquiries regarding services available. Assembles patient records and individual documents for clinic appointments. Participates in performance improvement activities. Responsible for record operations and maintenance in the clinic. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
