The facility provides care to approximately 82,000 veterans in the midlands and upstate SC. CBOCs are located in Anderson, Greenville, Spartanburg, Florence, Orangeburg, Sumter, and Rock Hill, and provide primary care, mental health, and telemedicine services. Dorn VAMC is affiliated with the University of South Carolina (USC) School of Medicine and provides teaching services for students and residents. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. Requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. May be exposed to infected patients and contaminated materials. May be required to don protective clothing in isolation situations or operative/invasive procedures. May be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. ["The HPDP Program Manager will serve as a facility content expert related to HPDP and oversee the integration of HPDP services into the patient care throughout the facility and affiliated Community Based Outpatient Clinics. Performs statistical reporting, evaluation, consultation and collaboration with non-VA facilities as well as other VA health care professionals and administrators. Must be able to comprehend and maintain knowledge of current VA guidelines, policies, Federal regulations, and laws governing medical benefits for Veterans. Possesses effective public speaking skills, and the ability to communicate effectively, both orally and in writing, with a wide variety of individuals and organizations. Must also be comfortable in the role of administrator, educator, and direct services provider, as the needs of the program require. Duties include, but are not limited to: Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. Advises facility and primary care leadership on clinical and administrative issues related to HPDP, including clinical preventive services. Advocates for policy and program development and resource allocation to support HPDP programs and services for Veterans. Leads the effort to identify health promotion/disease prevention challenges, priorities for improvement, and opportunities for disseminating and sustaining best practices. Designs and organizes evidence based HPDP outreach events including strategies to evaluate outcomes of events. Initiates and participates in consultation to health care teams by analyzing ethical issues, appropriate theoretical principles and providing guidance as appropriate regarding HPDP services, training and issues. Develops or coordinates the development of user-friendly tools to assist in successful implementation of HPDP programs and services. Ensures that educational opportunities are provided to clinical and administrative staff to support and enhance their involvement in and delivery of local HPDP programs, services and activities. Incorporates training in evidence based HPDP into new employee orientation for primary care and other relevant nursing staff. Establishes, maintains and chairs a facility interdisciplinary HPDP Committee. Collaborates with facility staff to develop consistency between facility strategies (e.g., local policies and procedures, local protocols, local clinical reminders and standardized templates. etc.) and VHA Clinical Practice Guidance Statements. Engages all relevant stakeholders within the facility including but not limited to COS, Nurse Executive. ACOS for Ambulatory Care, HPDP Committee, providers and clinicians regarding implementation and consistency regarding the provision of clinical preventive services consistent with VHA Clinical Preventive Services Guidance Statements. Assists all services and departments in developing, implementing, and evaluating HPDP programs and services. Collaborates with primary care and all clinical and administrative services as needed to ensure that HPDP programs and services are provided to Veterans at the facility. Maintains effective working relationships with other facility staff responsible for related programs and services, including Health Behavior Coordinator, MOVE!, Veterans Health Education, My HealtheVet, Women Veterans Program, Quality Management, Public Affairs, Social Work, Voluntary Services and others. Serves as the facility liaison to the VlSN, National Center for HPDP (NCP), and VHA Central Office program offices in matters related to HPDP. Develops relationships with external stakeholders and agencies (Veterans Service Organizations, community agencies, etc.) to enhance and support HPDP programs and services. Provides leadership in the establishment of local partnerships with external stakeholders and agencies to enhance and support healthy lifestyle behaviors among Veterans. Promotes and utilizes evidence-based guidelines at all stages of program development and implementation. Contributes to systems improvement projects regarding HPDP programs and services. Responsible for strategic planning. program development and implementation, monitoring and evaluation of HPDP programs and services in the facility. Critically evaluates research and incorporates findings appropriately. Disseminates relevant research findings through practice, education, and consultation. Organized and shares findings appropriately from surveillance activities. Performs other related duties as assigned. Develop & implement Fiscal year Flu vaccination campaign.
